I read somewhere that bungie was going to decrease the amount of special ammo in the crucible. From what you're saying it's probably because it's nothing but shotguns.

I don't see a problem with it. That would be another dumb change. From what I played on control it was mostly primary weapons. Its not like special ammo pops up a ton. The only time I get killed by shotguns are when caping control points because they are in tight spaces. Sniper rifles have a big disadvantage because the lens flare is insanely noticeable. Take BF4's sniper lens flare and quadruple it. It might as well be the sun.
